We are an Indian based company looking for service Provider to develop a Joomla 1.5 based website. We need a website in such a manner where user can get registered by paying us nominal amount (With the flexibility where we should be able to change the charges as often as we want through popular online payment options) and put what gadget they have to offer and what they are looking for in return.

It is a website where people will exchange gadgets with each other by only paying a nominal amount to us. There will be one section for mobile phones and another for other gadgets. The homepage will have around 2-3 good offers and the best offer which we will be able to choose.

1. A user can only offer gadgets and ask for a similar gadget in a given price-range which we will manually select.
2. We would like a forum based on SMF.
3. Some custom graphics and logos also need to be developed.
   

Our Approximate Budget is 250 USD and payment will be made by credit card after the completion of the work. We would need SEO if possible within budget.
